I don't think there is a default way you can stop people making a second post. Until that post appears, as far as the software is concerned, they haven't made any proper posts at all yet.

You're right.
Perhaps it's possible to extend Autogroups to include a criterium such as number of not yet approved userposts, but it's probably not worth it.
