could have an extension to make the reason mandatory when editing a topic or post
with group bypass options
option to enable/disable the reason being mandatory in each forum (if disabled, the forum would be as it is by default, if enabled you would be forced to state the reason, unless you had bypass permission)
option to make it mandatory to include the reason only for the topic and not for the posts
There's even a topic with a code that does something about this, but it's very old and limited.
