This isn't something that can be implemented in core for a couple of reason:
- As per the GPL, how you use the software is down to the person using it including extension and style authors. If they want to do something with the phpBB footer for their contribution, they can. phpBB can at most only prevent or deny submissions to the CDB.
- People are free to set whatever credit lines they want in the footer. A lot of extensions don't add anything to the footer, in fact I'd argue a very small minority of extensions and styles add anything there and generally it's only paid extensions and styles that tend to do it.
- You're basically asking for rule changes to the CDB, so this makes the idea invalid because they is for feature requests or improvements to the core code, not policies on phpbb.com.
- Lastly, this is just personal opinion. If you don't like copyrights then don't use those contributions. I agree that you need to keep it tasteful and inline with the overall design of the forum/style, but if a developer wants their credits to look a certain way, they can.
