Post exchanges have been very helpful with this, because once people finished their exchanges, they either asked for another or stuck around on the forum because they enjoyed their time there.
So it can be a good thing for both activity and gaining new members, but, just make sure that you have firm rules in place for your exchanges this way you don't end up getting screwed over.. and you get quality content in exchange for your posts.
I have had exchanges where my posts were very good quality, and theirs were done primarily in the Intros and Forum Games sections.. then they had the nerve to get mad because the post counts were disabled in them.
Others to look out for are the lazy admins that don't post, let alone bother with responding to your posts, and basically expect you to do their dirty work for them.. I was nice about it at first, since everyone has to start somewhere, but after that, I had a 1,000 post rule so that I didn't end up in that trap again. The forums like this I exchanged with, ended up closing like a week later.
And I've suggested that any forum that exchanges with me, that they at least have a general discussion section, this way the exchange will go along smoothly.. my forum pretty much covers every topic under the Sun, so I can discuss any topic, however, I am not into celebs so fan sites are a no go, unless they have a general section.
