Cloudflare free does not slow a site down. It tends to speed them up by caching assets on the edge closer the person browsing, plus can do things like blocking bad crawlers (making the overall site faster due to less load), font substitution to speed font fetches, and much more. The initial page, at most it might add 50 milliseconds, but the other assets on the page are cached so overall the page speed is higher.
Their new speedbrain feature also helps, and speeds up first content painting by as much as 45%.
