I've been having this issue for years, in fact I started a thread on it in 2019, and I'm hoping there may be a workaround now.
When I send a mass e-mail to all users, some people receive them and some don't. The last time I tried to sort this out, our best guess was that my hosting service (BlueHost) was limiting the number I could send per day and the only way to contact everyone was to address only 50 recipients each time, selecting the names individually. With 900 members, that was an exhausting process and I gave up after a while.
Today I updated to the latest version and tried again, and again some people just didn’t get the emails. As a test, after I sent the mass email, I individually messaged some of the people who didn’t get them, and they *did* get those. Doesn’t that suggest it’s not BlueHost limiting the number?
I would be hugely grateful for any advice. Thanks, all.
ETA: Looking at my old thread, there were replies I never saw where people were trying to solve the issue. It’s well outside my expertise. Here’s the last one… does this mean there’s a solution?

https://github.com/phpbb/phpbb/pull/5650 - Added to ACP....I'm saying that you have to edit theemail_max_chunk_size
in the database.
The other settings are in the ACP
