The number from phpMyadmin is the row count or how many posts with at least one occurrence. A post with two or more images only produces one result.
If it was returning occurrences of search phrase it would probably end up with 25K+/- result because of the way URL's are stored in DB. An image in the IMG BBcode tag will spawn 4 occurrences and if it's wrapped in URL tag it's probably at least two more.
