Those abilities are forum specific.

Choose either some forums or a whole category
Then choose global mods top right of the next page and select edit permissions
Then choose a role. Standard mod should be enough for what you need but it's up to you. If you choose advanced, you can see each set as you go through the roles or you can choose something specific.
