Pretty simple idea, no idea how hard to implement. Getting into the ACP can be problematic when an extension, style or language pack is causing issues.
Have a setting in config.php for "safe mode". This will disable the board, disable all extensions and disable the cache. It wlll also set the language to en_gb and disable all styles except prosilver, even if prosilver and en_gb are not installed but have the files present
